According to the signed agreement, VNU and RANEPA will carry out a range of collaborative activities in academics, research, science, education, cultural exchange, and developing and implementing joint short-term training programs. The two institutions will design and deliver capacity-building and professional development programs for leadership and management personnel, as well as advanced training courses for civil servants and public employees. Notably, RANEPA will offer short-term training programs for up to 100 Vietnamese officials and public employees from 2025 to 2030. In addition, the two sides will co-organize joint events in education, academic exchange, and cultural activities to further strengthen bilateral cooperation.
VNU President Le Quan emphasized that in the context of deepening globalization and internationalization, VNU is increasingly asserting its role as a pioneering academic center and a strategic bridge fostering comprehensive international cooperation, especially with traditional partners such as the Russian Federation.

Built on the long-standing tradition of educational and research collaboration between Vietnam and Russia, VNU is not only inheriting it but also proactively developing multi-dimensional, modern and sustainable cooperation models with the Russian Federation. He highly appreciated the initiative of the two universities to jointly design and organize specialized training and capacity-building programs for Vietnamese officials and civil servants. These programs focusing on key areas such as public administration, policy-making, leadership, and management in the context of integration and digital transformation, will be conducted by experts and lecturers from RANEPA. Training courses may be conducted in flexible modes including on-site, online, or blended training to ensure both quality and relevance to Vietnam's practical needs. Furthermore, the two institutions will also work together to develop and implement joint undergraduate, master's, and doctoral programs in university governance, public policy, sustainable development, and digital transformation.
VNU President Le Quan also expressed his hope that RANEPA would welcome lecturers and young researchers from VNU to participate in academic exchanges, teaching, and joint research projects. He extended a cordial invitation to Prof. Alexey Gennadievich Komissarov and RANEPA scholars to attend the upcoming International Conference on Vietnamese Studies hosted by VNU in October this year.

In his response speech, Prof. Alexey Gennadievich Komissarov fully agreed to VNU President Le Quan’s cooperation proposals and expressed his delight and honor in accepting the invitation to attend the VNU-hosted conference. He said that not only would he send RANEPA scientists and experts to the conference, but he himself would also participate in the event.
